Counter terrorism planning and training have become a necessary and integral part of today’s society. Businesses, emergency responders, and emergency care provider’s daily processes, products, and personal routines are targets or effected by such an attack. If American Communities are to survive such an occurrence it is vital that counter terrorism issues are addressed and communicated through an effective training and planning process. Finite Strategies L.L.C. has in-depth regulatory and response experience in counter terrorism. Our goal is to help our clients develop comprehensive counter terrorism plans utilizing the greatest number of resources available to them and maximize personal safety awareness through training.

Remaining in compliance with government environmental health and safety standards is important. More importantly, is how areas of inherent potential risk to life that is significant to an establishment’s daily operations are proactively identified and addressed according to preparedness and liability. The establishment could be a large chemical corporation, a small business owner, hospital, or our municipal emergency responders. A terrorist attack will impact everyone. An effective preplanned and communicated effort in a crisis affords a narrow window of opportunity in which an organization must quickly initiate a problem-focused intervention directed at identifying, confronting, resolving and restoring equilibrium.


Awareness and Operations Level Training

The following course is developed in accordance with OSHA 29CFR 1910.120 and all other local, state and federal regulations. Individuals must complete the awareness level training in order to be trained at the operational level as defined by 29 CFR 1910.120 (q) (6) (ii). Listed below are the course outlines.

16-hour Complete Operations Training Outline

OSHA 29 1910.120(q) (6) (i) First Responder Awareness Level 8-hours (Day # 1)

Awareness Level First Responders are those individuals likely to witness or discover a hazardous substance release and initiate an emergency response. At the awareness level participants must demonstrate competency in recognizing the presence of hazardous materials in an emergency, the risks involved, and the role they should perform. Therefore, the Awareness Level Training includes:

-An overview of the OSHA, EPA and DOT Regulations regarding hazardous materials
-A Review of written facility response plan
-The DOT 9-hazard classes of chemicals
-Hazard identification and the risks associated with
-Visual demonstration of workplace chemicals
-A review of the North American Emergency Response Guidebook and MSDS
-Response considerations and notifications
-Proper Documentation

OSHA 29 1910.120(q) (6) (ii) First Responder Operations Level 8-hours (Day # 2)

Operational Level First Responders are those individuals who respond to protect persons, property, or the environment and whose intent is not to stop the release. The Awareness Level Training is a prerequisite for this training and therefore the Operational Level Training expands upon the above and also considers:

-Risk Assessment techniques
-Personal Protective Equipment (PPE)
-Chemical terms and concepts
-Defensive spill containment procedures
-Basic decontamination procedures
-Termination of incident procedures
-Course examination / critique

NOTE: Discussion on counter-terrorism response is built within our training program. In addition, this training program can be delivered with the intent to provide “Train the Trainer” certifications.


Nuclear Chemical Biological Technician Level Training Course for Hospital Personnel 24-40 hour (OSHA 1910.120 Hazwoper Compliance)

Hospitals are of vital importance to their communities when emergency agencies respond to Nuclear, Biological, and Chemical (NBC) Terrorist Attacks, Weapons of Mass Destruction (WMD), Mass Casualty Incidents (MCI), and Hazardous Materials Incidents (HMI). If our care institutions consider procedures after an incident of such magnitude has occurred they are undeniably too late and the results of this oversight will be far reaching. Finite Strategies L.L.C. has developed a course to assist both key personnel and “down in the trench personnel” to proactively addresses these issues safely.

Finite Strategies L.L.C. understands the goal of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) outline for personnel training and emergency response planning. Therefore, this training will go beyond what is intended by the commission and provide a realistic site-specific approach to a real-time incident. Developed Hospital Weapons of Mass Destruction (WMD) Preparedness Drill

Each and everyday in America the potential exists for incidents involving a chemical, biological or nuclear act of terrorism. It is imperative that we prepare for these acts of aggression. Hospitals will be inundated with patients and the terrorist goal is to disrupt through panic and confusion. Coordination is vital and is essential.

A full-functional hospital drill should involves the following participants HERT members, local responders (police, fire, rescue, EMS), Emergency Management / Emergency Operations Center Staff, 911 Personnel, State and Federal Agencies, Local Elected Officials and the Media. This drill will exceed JCAHO accreditation requirements.

For optimal results the WMD drill should be conducted after plans and procedures have been effectively developed and communicated. The training should be conducted over a consecutive two-day period, perhaps a weekend, and last between four and eight hours concluding with an in-depth incident critique.
